On the note of challenging him
How far will they go to keep DS#2 from being bored? Is it too much to help an advanced child? are there too many others just barely at the minimum standards for any attention to those above the line of mediocrity?
I certainly hope this teacher does all she can to help my son continue to excel in academics. I will be contacting her to see what she needs from my end to help him.

Have you recommended him for GT or Excel classes?? Some teachers don't see this, but you can ask for him to be tested. Just a thought (though you prob have already thought of it)
